Vulgar, egotistic scrap-merchant Harry Brock has come to Washington to make crooked deals with government big-wigs. He has brought with him the charming but uninformed ex-chorus girl Billie; whose lack of social graces embarrasses even Harry.

Harry is determined that Billie be taught some amenities, and a few basic bits of history and politics, but as Billie begins to learn about history, politics, and what and who Harry really is Billie begins to rebel against Harry's crooked schemes and seek out her own path.
